Yes. Passwords are generated in your browser using the Web Crypto secure random generator, and never leave your device.
What does the strength estimate mean?
It is a rough entropy estimate in bits, based on the password length and the size of the character pool. More bits means harder to guess — aim for 60 bits or more.
